Currently, Vietnam has encountered a large trade deficit. In 2009, Vietnam’s import was about $12 billion deficit. According to estimates of the General Statistics Office announced on June 22nd, in the first six months in 2010, the deficit was $ 6.8 billion, in which, the majority of inputs (supporting products) are imported from oversea. For example, there are some key industries such as: fabrics (520 million), plastics (342 million), automotive parts, electronics ....Our capital - Hanoi cannot avoid this deficit problem.
In the beginning of 2011, the 11th Congress of the Communist Party of Vietnam emphasized that the development of supporting industries is one of the most important tasks to quickly transform Vietnam to a modern-oriented industrial country by 2020. This issue was also mentioned in the Resolution of the 10th Congress of the Communist Party of Vietnam.

The most frequent imported products are automotive parts (4,68 billion USD), petrol (3,58 billion USD), fabric (2,1 billion USD), steel and iron (1,95 billion USD)… According to the General Statistics Office of the Ministry of Trading and Industrial, only in the first 6 months of 2011, Vietnam has imported trade deficit of 8,62 billion USD, in which, the majority are supporting products. Hanoi capital is suffering the same problem.
With the tasks of solving "trade deficit" problem, i.e. accelerating our country’s industrialization - modernization by 2020 in order to become an advanced industrial country, the Prime Minister has instructed all the related departments and sectors, including Ministry of Industry and Trade as the point of creating focal mechanisms and policies for the development of Vietnam supporting industry. The Vietnam’s current technology level is the same as China’s in the 80s, Malaysia’s in 70s, Korea’s in 60s and Japan’s in the last 20 years of the last century.
With that spirit, the birth of HANSSIP project is a step to realize the development policy of supporting industry of Vietnam in general and Hanoi in particular, plays the role of the premise for the comprehensive and sustainable development of the supporting industry, contributes to promote the key industries in Vietnam. In the document No 1150/TTg-KTN dated on 6th July 2010, Prime Minister Nguyen Tan Dung agreed to established HANSSIP on the basis of the expanse of Dai Xuyen Zone, and in the Document No. 7119/UBND-CT, Hanoi People’s Committee authorized N&G Corp to carry out the project.
HANSSIP is located in Phu Xuyen district - Ha Noi capital with a size of about 600 ha with a very strategic location. It is situated on the main highway Phap Van - Cau Gie - Ninh Binh (new 1A National Highway) and Highway 1A which is the southern gateway of Hanoi capital, this is also the link between Ho Chi Minh and 5B Highway to Hai Phong. It is about 85km from HANSSIP to Hai Phong port, 60km to the Noi Bai International airport. We also can go to the Northwest of Vietnam and China, to the South of Vietnam and other Asian countries by many convenient highways.
HANSSIP focuses on attracting investment in some main sectors of supporting industry such as: mechanics, garment - textile, leather - footwear, electronics - information technology, manufacturing and automobile assembly ... and several other industries. Investors operating in the industrial park will receive special incentives and comprehensive support during operation, for example, financial, recruitment and training issues, cooperate and exchange the technology, orientation and links inputs - output for business. HANSSIP is planned to include the urban services area nearby to ensure that professionals, workers and their families having enough food and accommodations, so that they can stick with long-term development of enterprises.
HANSSIP will be a combination of industrial complexes, urban services area, logistics, commercial centers, banks, hospitals, schools ... and it will be a key motivation for the construction of satellite towns Phu Xuyen - Phu Minh in Hanoi capital, our vision to 2030.
As our schedule, when coming into operation, HANSSIP may attract about 200 investors, operating in some fields of supporting industries and assembly industry in order to form a complete value chain in the industrial park. This industrial park – urban services area will create about 30,000 new jobs for local and nearby provinces’ workers, contribute to boost the Hanoi economic and social growth, stick to the purpose of building our Vietnam become a prosperous and developed country.
Especially, on May 7th, 2010, all HANSSIP’s stakeholders together signed an agreement on building and developing Hanoi’s supporting industry and HANSSIP in particular. The parties included: Vietnam Chamber of Commerce and Industry (VCCI), Vietnam Development Bank (VDB), Vietnam Agriculture and Rural Development bank (Agribank), Department of Trade and Industry in Hanoi, Hanoi Industrial and Export Processing Zones Authority (HIZA), N&G Development and Investment Corporation (N&G Corp.) -Chief investor of HANSSIP in Hanoi.
With the importance of developing supporting industries, favored by "clement weather – favorable terrain and concord among the people", we believe that HANSSIP will be a "golden address" for investors joining in and developing the production – businesses, bring the prosperity to the home country and the enterprise itself.
