Distinguished delegates,
First of all, I would like to take this opportunity to briefly introduce about myself. My name is Nguyen Hoang – Chairman of Hanoi Supporting Industry Business Association. It gives me great pleasure to speak to you this afternoon in this solemn Meeting.
As you may know, the Asian Network of Major Cities 21 (ANMC21) is an international network of Asian capitals and major cities, established in 2001 in accordance with the initiative of Tokyo municipal government and undertaking joint projects on common tasks regarding crisis management, environmental countermeasures and industrial development, and applying the outcome for the prosperity and development of the Asian region. ANMC21 has at the moment had 13 participating members. With benefits for the people of ANMC21 members in general and practical benefits for the businesses in this community in particular, the effectiveness of ANMC21 will be increasingly proven through its specific outcome every year and each meeting like this.

Hanoi has gone through several years of over 1000 years of culture – one Hanoi with numerous historical vicissitudes and glorious deeds of Vietnamese people. During the course of these 1000 years, Hanoi has always been with all Vietnamese people to both protect and build the nation. Hanoi is the heart of our beloved Vietnam, and it is widely acknowledged that today Hanoi is the “fruits” of great efforts and blood of generations of the Vietnamese. However, Hanoi in particular and Vietnam in general have currently encountered a number of difficulties in accomplishment of economic development mission, among which is the task to develop a modern and advanced industry. Supporting Industry (SI) will therefore be the vital key to Hanoi’s integration into global and Asian production chains.

Indeed, despite Hanoi's critical role as the national economic - political center, its SI can only be able to provide around 30-40% of the total demand for SI products, including automobile manufacturing, industrial machinery, mechanics, electronics, informatics, etc. ...
Being well aware of the foregoing, the Vietnam government has launched a strategy to help develop SI. Particularly important, this strategy aims to foreign businesses with more focus on Asia countries. And there will be collaborative relations between Hanoi - Vietnam enterprises and foreign ones as a result. To concretize this strategy, the Hanoi government has approved the establishment of Hanoi Supporting Industry Business Association (HANSIBA). Our Association has been gathering thousands of SI companies in the capital to join hands with FDI enterprises to produce SI products. Furthermore, the Hanoi government has also directed the construction of an intensive industrial - urban zone for SI within the southern gateway of the capital, with the area of 640ha and can be expanded up to 2,000ha as oriented. This is the first SI Park in Vietnam which has been designed by the leading Japanese design corporation; and Hanoi is strongly determined to make it an ideal destination for local and international SI businesses and a typical model for the future implementation of the other 63 provinces of Vietnam.

As one of SI development cooperation activities, HANSIBA has actively worked with major Japanese cities and has been introduced to cooperate with leading industrial corporations in Japan and around the world. We are currently receiving orders of products; however, to successfully produce final products (SI products and SI products for high-tech), a number of necessary and sufficient factors must be satisfied such as technology, machinery, high-quality workforce, tax incentives, capital resources, etc. In addition, it is also necessary to have international businesses and especially cooperate with the ones in ANMC21 to produce components and spare parts, creating SI chain basing on geography of each business group. In doing so, companies will be able to reduce product prices, making quality products in accordance with international standards, greatly contributing to the global economic development.

With this content, on behalf of HANSIBA, I would like to have the following proposals:
- The first: To organize 1-2 meetings each year for the SI community of capitals and major cities in Asia to meet and discuss about investment cooperation in SI products.
- The second: To develop a shared database for the SI community of capitals and major cities in Asia, with the participation of governments, companies and researchers. The database must be of high quality, can provide detailed information on SI businesses and have easy access.
- The third: Capitals and major cities in Asia to set up funds for research and development and provision of support for businesses producing SI products and SI products for high-tech.
