Vietnam’s Aviation Growth Opens Up New Opportunities for Vietnam–Japan Cooperation

On the morning of October 17, the visit and survey program of the Vietnam – Japan Techno Park Industrial Complex took place at the Hanoi Southern Supporting Industrial Park (HANSSIP).
The event was attended by former President Truong Tan Sang, Deputy Prime Minister Nguyen Chi Dung, leaders of central and local government agencies, and the Minister-Counselor of the Embassy of Japan in Vietnam.

Speaking at the event, Mr. Ishikawa Isamu, Deputy Ambassador of Japan to Vietnam, highly appreciated the scale and development standards of the HANSSIP Industrial Park.

Covering an area of 640 hectares, HANSSIP was designed by Nikken Sekkei – one of Japan’s leading architectural firms – following Japanese industrial park standards. Thanks to its elevated terrain and large-scale drainage system, HANSSIP remained unaffected by recent heavy rains, ensuring stable production operations.

Onaga Co., Ltd. (Japan) currently manufactures aircraft components at HANSSIP, meeting strict international safety and precision standards. These parts have already been exported and used in the global aviation industry, proving the industrial park’s world-class production capability.

Mr. Ishikawa praised the cooperative relationship between Nguyen Hoang, Chairman of HANSIBA, and Masaru Onaga, General Director of Onaga, calling it a model of Vietnam–Japan business partnership. He also commended N&G Group’s development philosophy of “harmonizing the interests of the State – enterprises – and the people,” which aligns with Japan’s “Sanpo Yoshi” (mutual benefit for all parties) principle.

The Deputy Ambassador emphasized that the Resolution No. 68-NQ/TW issued by the Politburo on May 4, 2025, identified the private sector as a key driver of the economy, encouraging linkages between domestic and foreign-invested enterprises (FDI) in industrial zones. He stated that N&G Group’s efforts to promote cooperation with Japanese enterprises align with this orientation, contributing to Vietnam’s economic autonomy and sustainable growth.

Speaking at the event, Mr. Nguyen Hoang noted that Vietnamese businesses have overcome challenges and are gradually integrating deeper into domestic and global production chains, aiming toward localization and self-reliance, thereby contributing to national development and economic security.

According to Mr. Hoang, cooperation with enterprises from developed countries, especially Japan, enables Vietnamese businesses to access global technologies, production processes, and certifications, receive advanced technical training, and connect domestic and international markets, fostering mutual growth and sustainable development.

N&G Group and enterprises within its ecosystem have invested heavily in comprehensive industrial infrastructure, meeting global supply chain standards. HANSSIP is fully planned with medical, educational, cultural, and residential services for workers, engineers, and experts, creating a favorable foundation for international production partnerships, particularly with Japan.

At HANSSIP, N&G Group, together with Onaga and HANSIBA, has established the Vietnam – Japan Techno Park Industrial Complex. The first phase is already operational, featuring factories of Vietnamese and Japanese companies.
The first factory, invested by Onaga, produces aerospace, high-speed rail, semiconductor, robotics, and machinery components, meeting international standards with the participation of Boeing (USA), marking a new step in Vietnam–Japan industrial cooperation.

Mr. Nguyen Hoang also expressed confidence in the effective collaboration between Vietnamese and Japanese supporting and high-tech enterprises, considering it a practical example of industrial cooperation under the Vietnam – Japan Joint Initiative.
In the next phase, both sides will implement Phase 2 of the Techno Park project at HANSSIP and expand it to all three regions – North, Central, and South Vietnam.

“The governments of both countries will continue to create favorable conditions for the Vietnam – Japan Techno Park to grow, bringing tangible benefits to the business communities of both nations,” Mr. Nguyen Hoang emphasized.

Expanding the Aviation Component Supply Chain through Japan – Vietnam Cooperation

At the event, Mr. Ishida Takayuki, General Director of the Vietnam – Japan Supporting Industry Development Consulting Company, presented an overview of the project’s orientation and progress.

Mr. Onaga shared that the company manufactures small aircraft components such as bushings, used in doors, landing gear, flaps, fuel tanks, and other systems. Despite their small size, these parts must meet extremely high standards of precision and safety for the global aviation market. The company has invested in modern, environmentally friendly machinery, ensuring worker safety.
After machining, components undergo surface treatment and plating to meet durability and quality standards required by the aviation industry.

“With Vietnam’s aviation market growing by over 10%, there are huge opportunities for aircraft equipment manufacturing,” said Mr. Onaga.
“In addition to existing partners, we will continue to cooperate with Vietnamese enterprises, helping them access advanced technologies, technical training, and international production chains,” he added.

Japanese companies aim not only to produce components in Vietnam for export but also to share technology, production know-how, and workforce training, toward a sustainable domestic supporting industry supply chain.

Speaking on the sidelines of the event, Mr. Tran Phuong Lam, Deputy General Director of N&G Group Vietnam, stated that the industrial parks managed by the Group in Hanoi have reached 100% occupancy.
The arrival of major investors has created strong demand from satellite and secondary enterprises, particularly in the supporting industry supply chain.

N&G Group is preparing land resources and ready-built factories for small and medium-sized enterprises (SMEs), enabling investors to start operations immediately by bringing in their equipment and manpower.
Priority industries include electronics, precision engineering, and high-tech manufacturing, serving both domestic and global supply chains.

Phase 2 of the industrial park, approved by the Prime Minister, is being implemented and will offer factories of 3,000–5,000 m² and land lots of 2–5 hectares for medium-sized businesses. In addition, 2% of the land area is reserved for SMEs and high-tech enterprises.

To support localization and financing, the Group collaborates with financial institutions and the Vietnam Development Bank (VDB) to provide loans for SMEs to purchase equipment and start production. The Group also assists with technology transfer, production support, and skilled labor training.

“Hanoi has introduced strong policies to support enterprises in the supporting and high-tech industries, helping enhance production capacity, value-added creation, and contribution to the capital’s economic development,” Mr. Lam emphasized.
